You can use the phase change cooling system, whereby you use a vapor compression phase change cooler, placing it underneath the CPU, with a tube leading to the processor.

Try doing undervolting, which is a practice of running the CPU or any other component, with voltage below the device specification. This draws less power, and thus produces less heat.

Try to do heat sink lapping, by smoothing and polishing of the contact part of a heat sink, to increase its heat transfer efficiency.

Use of rounded cables. By use of flat ribbon cables, to connect storage drives, which greatly impede airflow, by causing drag and turbulence.

You can have a copper, or aluminum pipe mounted on top of the processor, to use liquid nitrogen for cooling the processor.
