Under normal circumstances, there should be no problem with installing a higher powered processor fan, because it runs from the 12V supply line that powers the hard disk.

In case of USB and sound conflict, especially after upgrading from 98 to XP, you need to change the IRQ manually, for the USB devices and sound card in the BIOS set up programs. You can refer to the motherboard manual.

In case you upgrade you computer from scratch, with new hardware, and it doesn't start, remove evrything that is not needed, to make the system function, and have just the motherboard, Video Card, RAM, and Hard disk. You should be able to boot to the BIOS setup program. add one by one hardware, as you start, and you will be able to find where the problem lies.

A simple and tedious problem, is when you computer keeps on restarting. The main thing to check is the power supply unit. Most manufacturers make a great deal, because the price, and quality varies greatly.

A major problem lies when you purchase computer components online, from an online dealer who is not a drive a way, because unless you have other components to swap for a failed one, you will end up purchasing a fresh.
