Default DRAM Frequency?

CPU-Z tells me my DRAM Frequency is 534.4 MHz. What does that mean?
My RAM is OCZ DDR2 1066@2.2v. I have set it to DDR2 1066 manually in the BIOS, instead of using the Auto setting. It won't boot though if I set the voltage above 2.0, for some reason, it just hangs right as the Vista "Welcome" screen comes up.
But with it at 2.0v, all is well. I probably need to adjust some settings, but I just got this board and just reinstalled Vista Ultimate x64.
The board is an Asus P5Q Pro Turbo, which can take up to 16 GB of RAM. Currently I have 8 GB of RAM in it - 4 2GB sticks of OCZ Reaper 1066. They are all identical, and 5-5-5 15

Ok the question is, why doesn't it say 1066 for DRAM frequency in CPU-Z?
Sandra tells me it's 1066, but I don't know if that's the speed it's actually running at, or if it's just telling me the RAM specs.

So is my RAM running at 534 MHZ, or 1066 MHZ? I can't help but notice that 534 is just slightly over half of 1066.

I have a feeling this is a really really dumb question, btw, and I aplogize if it is, but thanks if anyone can answer me.

Actually with DDR3 the fastest speed is 1600MHz (data, 800MHz clock). I should know, I am currently designing a 2GB DDR3 chip. There are actually speed bins above that, but I'm not sure what their use is (my guess is servers or maybe future gaming platforms).
