For me anything is good as long as it has a warranty.

For me actually it depends on what are your needs...in both sides whether it is brand new or surplus, i look at its specs and i ask for its warranty...if you are buying surplus...try to look its parts might be for face-out! instead of saving might cost you a lot!

Usually when I buy computers, I buy the parts and put them together at my house because it save a LOT of money. For reasons unknown I have always went with Intel for processors and ATI for graphics cards. It's just what I have always done really, and since I can't really complain about bad quality, it will continue to be like this.

Nothing is better than building your own rig. It can really be satisfying that you bought the stuff each piece and you only buy and install the things you need.

if you are a conscious consumer and have limited budget..i guess buying on a chop2 basis is ok since you can choose according to its prizes..but if you are talented enough and knows how to assemble it much better than buying a brand new ones
